For example, in premiere, you can go to "Speed/Duration" type in "60%" and it will slow the clip to 60% of the speed. However, in After Effects if you go to "Time Stretch" and type in 60% it will increase the speed by 60% (which makes absolutely no sense to me, but that's another story)
